| 1. What is the objective of the Illinois ERT program? | ||||||||||
| The primary objective of the ELS program is to improve customer satisfaction by providing program participants with the ability to process Electronic Registration and Titling transactions. Today, Illinois residents in rural areas do not have access to locations for ERT processing. One of the goals of the ELS program is to provide more convenient ERT processing locations throughout the State, regardless of population density.
Additionally, the ELS program will enable service providers to complete more transactions over-the-counter for their customers: customers that might have otherwise gone to state facilities to complete these transactions. A final objective is to reduce the number of errors that have previously caused transactions to be rejected, or submitted several times before all the information is correct. These errors were costly to service providers and led to reduced customer satisfaction due to delays or by requiring multiple visits by the customer to the store. The ELS electronic program will validate data for completeness, correctness, and eligibility to the state’s database in real-time. |

| 2. What transactions will be enabled through the Illinois ERT? | ||||||||||
| Through the ELS program, service providers will be able to process registration renewals, and title and registration transactions. The transactions currently offered are Registration Renewals. The next phase will offer Title and Registration (New/Used Vehicles), Title and Registration Transfers (New/Used Vehicles) and Title and Registration Transfers with Renewals (New/Used Vehicles), including all title transactions that require the RUT-50 and RUT-25 tax forms.
Registration renewals will be allowed for pre-printed applications and for customers without the pre-prints who can provide the VIN and Plate Number associated with the vehicle. Service providers will be able to stock license plate inventory for Title and Registration transactions, reducing the need for issuing TRP’s. For the convenience of service providers, the ELS program includes an electronic order and inventory management system. |

| 4. What's the primary benefit of program participation? | ||||||||||
| Using the ELS program, service providers will attract new customers that might have otherwise gone to state facilities. With the ability to complete most transactions at any time in just a single store visit, customers will be attracted to the convenience of the ELS program.
Service providers will increase their profit margin on vehicle renewal, titling and registration fees by benefiting from the operational efficiencies designed into the ELS program. Additionally, ELS program participants will have access to use an approved check processing organization. Through this relationship, you will be able to accept personal checks for ERT transactions and a limited number of other transaction types under a guarantee program at pre-negotiated low rates. This will ensure payment of funds for personal checks, thereby eliminating the risks of "bad" or "bounced" checks. Lastly, the amount of manual tracking and paperwork will be eliminated or greatly reduced, since audit forms will be generated from web-based reports, and sales tax information will be electronically submitted to the Illinois Department of Revenue (IDOR), with only a tax receipt being printed for the customer. With the use of electronic funds transfers, separate money order payments for IDOR and the Secretary of State will no longer be needed. |

| 5. What is the primary benefit of the program for the general public? | ||||||||||
| The general public will be able to complete renewal and title and registration transactions with just a single visit to a service provider location. Further, the public will benefit from the availability of more convenient locations, especially in rural areas, that can handle most ERT transactions. In rural areas, the ELS program will also enable service providers to handle title work for small used car lots that do not have remitter licenses. | ||||||||||
| 6. Are there costs associated with program participation? | ||||||||||

No! Activation is free, and there are no set-up fees or monthly fees. The only cost of ELS program participation are low per-transaction fees. Service providers will need to purchase a Secretary of State approved laser printer for the printing of decals. The current approved printers are:

| 7. What do I need to participate? | ||||||||||
To participate in the ELS program, service providers need to sign-up with ELS and be certified as an ERT processing agent. Service provider personnel will also have to complete a computer-based training session. The only technology requirements are:
